Request for Expression of Interest (REOI) for Consulting Services

TA to develop a comprehensive teacher training package to strengthen

Pre-service and in-service teacher training in South Sudan

  1. The Government of South Sudan, through the Ministry of Finance and Planning in collaboration with both the Ministry of General Education and Instruction (MoGEI), and the Ministry of Higher Education, Science and Technology (MoHEST), has received grant from the World Bank towards the cost of implementing of project entitled “Building skills for Human Capital Development in South Sudan (BSHCDSS)”- P178654. MoGEI intends to apply part of the grant proceeds to hire a consulting firm (or group/association of firms) to provide technical assistance in the development, piloting and roll-out of teacher training for pre-service training and in-service professional development. The hired firm will work with focal points at MoGEI in the Directorate of Teacher Development and Management Service, National Curriculum Development Centre and Directorate of National and Foreign Languages.
  2. The consulting services (“the Services”) include: to develop a comprehensive teacher training package, including (i) strengthening existing pre-service teacher training, (ii) strengthening in-service training for certified and uncertified/volunteer teachers, with a focus on a structured pedagogy approach (focused on foundational literacy and numeracy), and (iii) Continuing Professional Development (CPD) for teachers.

  4. The Ministry of General Education and Instruction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:   (a) Core business and years in business: the firm/NGOs shall have been providing consulting or technical support services to the Public Education sector for the last ten (10) years, and should have delivered, technical assistance in professional Teacher Education training, curriculum and materials development.                                                   (b) At least seven (7) years of demonstrated experience in Teacher Training, curriculum and materials review work for In-Service and Pre-Service training. And have good work experience in capacity building in South Sudan or similar contexts. (c) Must at least completed two (2) similar assignments in the last eight (8) years in providing specifically teacher education training service, curriculum and materials development for public sector education setup.  (d) Experience managing large-scale projects with education ministries and development partners.                                                       (e) Technical and managerial capability of the firm/NGO: The firm/NGO shall demonstrate having the requisite technical capacity and managerial capacity to undertake the assignment which should be supported by detailed company profiles providing details about staff skills and their experience to undertake the assignment.                          (f) Experience working in teacher education training projects funded by international organizations (World Bank, United Nation agencies, DfID, USAID, etc.) is an added advantage.
  5. The Consultant(s) will be selected in accordance with the Quality Cost Based Selection (QCBS) set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.
  6. The attention of interested Consulting firms or entities is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing.

  9. Submission of Applications and deadline:

A signed Expressions of interest (EOI) and detailed profile of the firm as per required details above must be sent to MOGEI by Friday 10th February 2025 at 11:30 hours (Juba local time). The packages must be clearly marked as “Application for TA Pre-Service and In-Service Training” and submitted in person or by email to the address below:
