Assignment Title: Feasibility Study for Investment in the Landfill in Dushanbe

The executive body of the state authority of Dushanbe, the SUE "Smart City" (SUE "Smart City"), has received financing from the World Bank (the Bank) for the implementation of the Advance for the preparation of the Sustainable Development of Dushanbe City Project and intends to use part of the funds for consulting services.
The consulting services ("Services") include providing support to the State Unitary Enterprise (SUE) "Smart City" under the executive government of the city of Dushanbe and the Government of the Republic of Tajikistan for conducting a feasibility study and preliminary design for the modernization and expansion of the Dushanbe landfill. This assignment should focus on completing the technical feasibility study (TFS) for the expansion of the landfill capacity by considering appropriate and practically justified options for improving the landfill, extending its lifespan, and developing frameworks for financially, technically feasible, and sustainable operation of the landfill. Upon completion of the TFS, which examines various scenarios for improving the infrastructure and operation of the landfill, a decision will be made regarding the technical approach. The Consultant will then develop a preliminary design and cost estimate for the selected alternative and prepare a design, operation, and closure plan (DOCP) for the modernization of the landfill into a sanitary landfill (SLF), including all environmental control systems. This includes the development of all necessary design information, schedules, technical and operational specifications, standards, and all other information required to advance the project to the detailed design, construction, and operation stages.
The scope of this consulting service is divided into the following main tasks:
i. Characterization of the existing conditions of the Dushanbe landfill
ii. Detailed assessment of the current legal, financial, and institutional mechanisms in Dushanbe related to the management and operation of the Dushanbe landfill
iii. Development of a closure and fire prevention plan for the landfill
iv. Review and conceptualization of options for expanding the landfill and its future operation
v. Preparation of the DOCP report, as well as the preliminary design and cost estimate for the selected landfill expansion options
vi. Preparation of tender documentation (TD) for the next steps
The duration of the assignment is 24 weeks and is expected to start in March 2025.

The executive body of the state authority of Dushanbe, the State Unitary Enterprise "Smart City" (SUE "Smart City"), invites eligible consulting firms ("Consultants") to express their interest in providing the Services. Interested consultants are required to prepare Technical and Financial proposals.
The consulting firm must have extensive experience in developing and designing solutions for the collection, transportation, recycling, and disposal of solid waste and must have designed at least three (3) sanitary landfills (including landfill expansion, final closure, etc.) in the last 5 years.
Key experts play a crucial role in the implementation of the contract. The tender participant must provide resumes and statements of exclusivity and availability for the key experts.
National technical expertise is an additional advantage for the successful implementation of the project activities. The consultant is encouraged to engage experts with technical knowledge and experience in the field of national waste management practices and waste disposal projects.
The consultant must ensure that key and/or non-key personnel are proficient in English, Russian, and Tajik languages to facilitate communication with the staff of SUE "Smart City," the SUE for the landfill, the target group of the World Bank, and other relevant stakeholders.
All experts must be independent and free from any conflict of interest while performing their duties. Experts must adhere to standard ethical practices with diligence and a high degree of professionalism.
The Contractor’s Key Experts (KE) who will be assigned to successfully complete the project should have an outstanding track record and extensive professional and educational experience in the various fields of expertise described below. Facilitation and communication skills will be an advantage.
Interested consultants' attention is drawn to Section III, items 3.14, 3.16, and 3.17 of the "Procurement Regulations for Borrowers - NPF" of the World Bank, dated July 2016, as amended in December 2020 (Procurement for Investment Projects; Goods, Works, Non-Consulting and Consulting Services), which outline the World Bank's policy regarding conflicts of interest.
Consultants may collaborate with other firms to enhance their qualifications, but they must clearly indicate whether the association takes the form of a joint venture and/or a subcontracting arrangement. In the case of a joint venture, all joint venture partners will be jointly and severally responsible for the entire contract if they are selected.
The consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method, as outlined in the Procurement Regulations (November 2020).
