Assignment Title: Consultancy Services to draw up Mozambique’s Digital Government and data Strategy, and service standard

The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Governance and Economy Project - EDGE, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
- Carry out an in-depth analysis of the current state of the country’s digital maturity, including an assessment of the existing infrastructure, policies, initiatives, institutional arrangements and skills;
- Conduct a stakeholder analysis and engage in the relevant ministries, the private sector entities, the civil society organizations and international partners for input and insights, notably to identify priority digital services to be provided to citizens and businesses;
- Identify and recommend specific initiatives, programs and projects to be implemented as part of the strategy, including but not limited to infrastructure development, capacity building, legal and regulatory instruments, public-private partnerships and high-impact e-services like online Service Portals online tax filing, business registration, and social welfare applications;
- Provide a comprehensive roadmap for the implementation of the Digital Government Strategy, including a detailed implementation schedules, responsible entities, monitoring and evaluation mechanisms to track progress and ensure accountability and resource requirements;
- Develop a Data Strategy as a subsection to the government digital strategy;
- Draw up a Proposal for the Regulation of Government Digital Service Standards for the Public Administration, based on agile and user centred design.

The National Institute of Electronic Government, a Public Institute now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) At least 15 years in the field of Digital Governance; (ii) 5 experiences developing government digital transformation strategies and / or a data strategy; (iii) 3 experiences developing government agile and human centred service standards; (iv) At least 3 experiences supporting governments in adopting agile and user focused digital transformation; and (v) At least 2 experiences supporting governments in subsaharan Africa . Key Experts will not be evaluated at the shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
