Assignment Title: Consulting Services to develop Trade and Development Fund (TDF) 3-year strategic and Operational Plans.

The Trade and Development Bank (TDB) (Formerly known as PTA Bank) has received financing from the World Bank toward the cost of the Regional Infrastructure Financing Facility (RIFF) and intends to apply part of the proceeds for Consulting Services to develop the Trade and Development Fund (TDF) 3-year strategic and Operational Plans.

The consulting services (“the Services”) is to develop TDF’s three-year strategic and operational plans. Specific objectives of the assignment are:

  1. To align TDF's strategy with its current mandate.
  2. To develop a strategic roadmap that fits the new TDF, focusing on its priorities and key areas of emphasis.

The consulting services assignment shall be executed within a period of sixteen (16) calendar weeks from the contract commencement date.  The expected time-input for key experts is around 9 person-months.

TDB now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core business and years in business: The firm shall be registered/incorporated as a consulting firm in the business of strategy and policy consulting activities or a related field for at least five (5) years.
  2. Relevant experience: The firm shall demonstrate having successfully executed and completed at least three (3) assignments of similar nature and complexity in similar operating environment (i.e. projects financed by the World Bank or similar Development Finance Institutions in in the last five (5) years. Details of the assignment-Name and address of the client, scope, value, and period shall be provided.
  3. Technical and managerial capability of the consulting firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment, tools, software etc. and managerial capacity to undertake the assignment in the submitted company profile(s).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consulting. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the; Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
