Assignment Title: TECHNICAL ASSISTANCE AND TRAINING TO IMPROVE THE DESIGN AND IMPLEMENTATION OF THE “EU SOU CAPAZ” PROGRAM (GIRLS’ EMPOWERMENT PROGRAM)

The Government of Mozambique (GoM), through the National Youth Institute (INJ) under the supervision of the Ministry of Youth and Sports (MJD), and with the support of the World Bank, is implementing the East Africa Girls' Empowerment and Resilience” (EAGER) investment project. This regional initiative, financed by the World Bank and implemented in partnership with the Africa Union, aims to increase girls’ and women’s educational attainment and earnings in the program areas, and to strengthen the institutional capacity to implement gender-equality policies.

In Mozambique, the EAGER investment operation (2024 to 2029) is implemented jointly by the Ministry of Labor, Gender, and Social Action (MTGAS) and the MJD.

The Human Capital Accumulation component (EU SOU CAPAZ program, implemented by MJD) aims at reaching 1.4 million adolescent girls (support with free uniforms, menstrual hygiene kits and bicycles as an incentive to continue education), as well as 3.1 million community members through behavior change campaigns to shift gender norms on girls’ education. The program also aims at providing life-skills and livelihood training, menstrual hygiene education and referral to social services to 100,000 out-of- school girls.

 

These Terms of Reference refer to the selection of a Consultant (Organization or Association) to serve as the Social and Community Mobilization Service Provider for the “EU SOU CAPAZ” Program in Zona Sul (Inhambane, Gaza, Maputo & Cidade de Maputo More specifically, the Consultant will be INJ's reference implementing partner for all the activities of the “EU SOU CAPAZ” program that require engagement with communities in the context of the implementation of the Safe Spaces and Keeping Girls in School activities in ZONA SUL (INHAMBANE, GAZA, MAPUTO & CIDADE DE MAPUTO)

 

 

The task associated include:

  1. Preparation of the Inception Report and Mapping of Community Resources
  2. Recruitment, Selection, Training and Management of Community Actors
  3. Awareness Campaign
  4. Community Leaders Engagement
  5. Training in Life Skills in Safe Spaces
  6. Holding sessions at the School of Partners
  7. Promotion of Sports Activities
  8. Support for the Distribution of Uniforms, Bicycles and Menstrual Hygiene Kits
  9. Pilot Innovation in Girls’ Empowerment
  10. Support to the Implementation of the Grievance Redress Mechanism

The INJ now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

  • The Consultant must have at least 10 years in the core business.
  • At least 10 years' experience in implementing and monitoring youth engagement programs on issues related to education, empowerment of women and adolescents, and gender equality in Mozambique.
  • Experience in implementing large-scale programs (more than 20,000 beneficiaries) and proven experience managing a network of community actors.

Key Experts will not be evaluated at the shortlisting stage. 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
