TECHNICAL ASSISTANCE TO DEVELOP IMPROVED METHODOLOGY AND PROCESSES TO ACHIEVE ECONOMIC DISPATCH

The Government of the Republic of Ghana represented by the Ministry of Energy and Green Transition has received financing from the World Bank towards the cost of the Ghana Energy Sector Recovery Program (GESRP). The funding is meant to support the implementation of Action Items under the Energy Sector Recovery Program (ESRP) and aims to achieve financial recovery in Ghana's energy sector by 2027. The Ministry of Energy and Green Transition intends to apply part of the proceeds towards payments under the contract for Technical Assistance to develop improved Methodology to achieve Economic Dispatch.
The objectives of the assignment include:
- development of a Security Constraint Economic Dispatch (SCED) Methodology and Settlement Mechanism for Ghana
- conduct of a survey and participate in the regulatory approval process as may be necessary to obtain approval of methodology for SCED and Settlement Mechanism
- implementation of approved SCED and Settlement Mechanism on a pilot basis and issue relevant assessment reports, and
- daily publication of the day ahead schedules and deviations after actual dispatch and provide relevant reports.
The assignment is expected to cover an implementation period of thirty-six (36) months with estimated staff-months of fifteen (15) person months over the three (3) year period. The assignment will commence by the fourth (4th) quarter 2025.

The Ministry of Energy and Green Transition now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested consulting firms should:
- Provide statutory documents and certifications
- Provide evidence of relevant experience in executing same assignment in other jurisdictions for power utilities in advance and intermediate markets
- Demonstrate to have recently performed similar assignment. Determination of the similarity of assignment executed shall be based on:
- The contracts size
- The nature of the Services
- The technical area in which the Services were provided
- Provide information on skills and availability of in-house technical experts, and other experts
- Provide evidence of working in a developing country or in the West African Sub Region
Although key experts will not be evaluated at the shortlisting stage, however interested firms are encouraged to provide the names and experience of the key experts.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 and 4th Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations. Further information can be obtained from the address (2) below during office hours 0900 to 1600 hours local time from 11th March – 4th April, 2025.
Interested consulting firms must submit one original copy, four photocopies and a soft copy of expression of interest. The expression of interest must be delivered in a written form and in person, by mail, or by e-mail to the address (1) below not later than Wednesday, 9th April, 2025. Expressions of interest should be clearly marked “Expression of Interest for Technical Assistance to develop improved Methodology to achieve Economic Dispatch” and the name of the Program “Ghana Energy Sector Recovery Program (GESRP)”.
Only shortlisted firms shall be issued with request for proposals.
