Assignment Title: Consultancy Services for Renovation of Technical and Vocational Education and Training (TVET) Facilities to Undertake a Detailed Engineering Design, Construction(Renovation) Supervision, and Contract Administration

The Technical and Vocational Education and Training (TVET) system plays a pivotal role in equipping individuals with the skills and knowledge necessary for success in today’s competitive job market. In Ethiopia, where economic growth is increasingly dependent on a skilled workforce, TVET colleges serve as vital institutions that provide practical training and education aligned with industry needs.

However, many of these colleges are currently facing significant challenges due to aging infrastructure and inadequate facilities that do not meet modern educational standards. Observations have revealed concerns such as cramped classrooms, outdated laboratories, and insufficient technological resources, all of which hinder the learning experience and diminish the quality of vocational training offered. Additionally, these deficiencies present safety risks and fail to comply with current building codes and regulations, necessitating immediate attention.

Accordingly, the Ministry of Labor and Skill has planned to engage a consultant to provide services for Preparatory work for the renovation of existing facilities on the College campus, that is, Detail Engineering Design, Construction(Renovation) Supervision, and Contract Administration during the construction phase.

The Consulting Services include:

1. Phase I Detailed Architectural and Engineering Designs & Preparation of Bidding Document

2. Phase II Construction(Renovation) Supervision and Contracts Administration

 

The consulting firm is required:

Phase I (Detailed Architectural and Engineering Designs & Preparation of Bidding Document)

The consultant is required to:

• Develop design concepts that align with client vision and project requirements through sketches, 3D models, and renderings.

• Create a comprehensive construction document, including drawings, specifications, and details that guide the construction process and meet regulatory compliance.

• Carry out detailed architectural, structural, sanitary, Mechanical and electrical Designs.

• Prepare the detailed construction drawings, floor plans, elevations, and sections to their standard scale with technical specifications, Bill of quantity (BOQ), and Engineer’s Cost Estimate (ECE).

• Prepare the final and complete bidding document.

• Design HVAC systems, plumbing networks, and fire protection strategies to optimize energy use, comfort, and safety.

• Design systems for potable water supply, ensuring efficient distribution, storage, and compliance with health regulations.

• Design the electrical power distribution systems, including load analysis, circuit design, and selection of equipment.

• Manage the bidding process, evaluating bids, and recommending contractors based on criteria aligned with project goals.

• Conduct thorough evaluations of potential environmental impacts of the project during the construction and operation phases.

 

Phase II (Construction Supervision)

The consultant is required to: 

• Ensure that the building is renovated (constructed in exceptional cases) in accordance with the technical specification, engineering drawings, or any amendments thereto provided and meets the standard quality of the end product;

• Optimize the use of available material resources to minimize costs to the client, maximize the quality of the works, expedite construction and optimize the use of natural resources, and ensure environmentally as well as socially sustainable construction; and

• Ensure that the building is renovated (constructed in exceptional cases) within the contract price and time for completion allowed under the contract or any agreed amendments.

• Supervised the renovation/construction of the TVET facilities to ensure that they meet the required cost, schedule, specifications, ESMP requirements, etc. 

• Certifying payments to the contractors.  

• Reviewing the contractors’ construction programs

• Assisting the contractors with the preparation of their quality assurance and quality control (QA/QC) documentation etc.

• Measuring and valuing the works as completed

• Preparing, in collaboration with the contractor and the TVETs accurate ‘as-built’ drawings of the facilities showing the existing building and new building after completion of the works

 

The consulting services (“the Services”) include all services necessary to prepare a detailed design and associated drawings for the Institute facilities, infrastructure, landscape, recreation, and greenery areas based on standards of TVET institute in addition to the preparation of all bidding documents that will allow the launch of bidding following World Bank procedure. The Consultant shall carry out all the services required for the Detailed Architectural and Engineering Designs, Contracts Administration, and Construction Supervision during theconstruction phase. The contract duration in total is 18 months (6 months for Phase – I Detail Engineering Design Preparation and 12 months of renovated (constructed in exceptional cases)Supervision – including one month of input for the defects liability period). The estimated staff man-month of the service is 19 man-months. The assignment for Phase –I is expected to commence in May 2025.

The Ministry of Labor and Skills invites eligible consulting firms (“Consultants”) from eligible Proposers. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: core business and years in business, qualifications in the field of the assignment, technical and managerial organization of the firm, and general qualification and number of key staff qualifications and experience of the firm such as relevant experience & technical and managerial capability of the firm.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

 

In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for anyassignment that would conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. 

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
