Consulting Services for the Architectural-Engineering Design and Construction Supervision for the Upgrade/ Rehabilitation of Market Facilities at Major Trading Centres in Ghana

 

The Government of Ghana has received financing from the World Bank toward the cost of the West Africa Food System Resilience Project (FSRP) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include obtaining the services of a firm to undertake a detailed assessment of selected market facilities, architectural/engineering design, produce bidding documents, and drawings, and supervise the upgrade/rehabilitation of three (3) market facilities at major trading centres in Ghana.

The development objective of the FSRP is to increase preparedness against food insecurity and improve the resilience of food systems in Ghana. The FSRP is organized around five (5) core distinct but interrelated components to help achieve the objectives of the project. The project components include:

  • Component 1: Digital Advisory Services for Agriculture and Food Crisis Prevention and Management
  • Component 2: Sustainability and Adaptive Capacity of the Food System’s Productive Base
  • Component 3: Regional Food Market Integration and Trade
  • Component 4: Contingent Emergency Response Component – CERC
  • Component 5: Project Management

 

The Ministry of Food and Agriculture (MoFA) is the government agency responsible for the implementation of the project.

 

The Procurement activity fall under FSRP Component 3 which has two (2) sub-components namely;

  1. Sub-component 3.1: Facilitating trade across key corridors and consolidating food reserve systems Consolidate the Regional Agriculture Innovation Systems Sub-component
  2. Sub-component 3.2: Supporting the development of strategic and regional value chains

Under Sub-Component 3.1 of the Project, FSRP seeks to facilitate trade of agricultural goods and inputs within and across national borders in West Africa, specifically through the following;

  1. Development of an ECOWAS Agricultural Trade and Market Scorecard (EATMS)
  2. Stimulation of Agricultural Trade Policy Harmonization on critical Food System Resilience issues
  3. Improvement of Regional Food Reserve System Performance

 

To support regional trade across key corridors, a team comprising staff from FSRP, the Agricultural Extension Services Directorate (AESD-MoFA), the Plant Protection and Regulatory Services Directorate (PPRSD-MOFA), the Ghana Standards Authority (GSA), and the Food and Drugs Authority (FDA) conducted an assessment. They have identified and shortlisted the following markets, as recommended by the Regional and District Directors of Agriculture, for detailed studies and subsequent rehabilitation.

It is proposed that a consulting firm would be engaged for the provision of technical services as follows:

  1. Conduct a detailed inspection of the selected market with the beneficiary District Assemblies to discuss and agree on the necessary improvements
  2. Carry out the studies based on the following assessments: -
  1. Socio-economic Studies (to provide details of the existing traders, location and scale of operation)
  2. Organisation and Management Needs Assessment (to define the existing management structure)
  3. Operation and Maintenance Needs Assessments
  4. Preliminary Design Studies
  5. Financial and Economic Analysis
  1. Prepare a Technical Report, including all Engineering/ Architectural Drawings (where necessary) that clearly outline the full scope of works for rehabilitation and construction of the approved market facilities.
  2. Prepare the Cost Estimates (Bill of Quantities) and Bidding Documents (using the appropriate World Bank Template) into lots, if required to facilitate the procurement of Construction Firm(s) for the Works. 
  3. Prepare a Management Operations & Maintenance Manual.
  4. Prepare a Sustainability Plan to guide the sustainable use of the facilities
  5.  Supervise construction works to complete the full scope of construction of the facilities

 

The Scope of the Assignment will be divided into three (3) Parts:  

 

Part 1: made up of 

  • Phase 1A – Planning Process including stakeholder engagement, social, environmental aspects, etc.
  • Phase 1B – Detailed Architectural / Engineering Designs and Costing of the structures identified for upgrade and rehabilitation.

 

Part 2: Construction Supervision of the Works covering the construction period & Post Construction Defects Notification Period (DNP)  

 

Part 3: Propose and implement a robust management system - The consultant will work with the District Assembly and relevant stakeholders to propose and implement a robust Organisation and Management System and O&M Plan as recommended by the Needs Assessment Reports. In the situation when all the above interventions will be required, the consultant will work with the market management team to implement the MOM plan during the DNP. 

 

The consultant shall conduct Parts 2 & 3 of the Assignment only after satisfactory performance of Part 1 and the availability of funds for construction works. The consultant shall work closely with the FSRP Infrastructure Engineer and Agricultural Economist through all phases of the assignment.

 

The Assignment is scheduled to commence by the 1st week of June 2025 and has a planned duration of Nineteen (19) calendar months, consisting of four (4) months for Part 1 and fourteen and half (14.5) Months for Parts 2 & 3.

REQUEST FOR EOI APPLICATIONS

 

  1. The Ministry of Food and Agriculture through FSRP now invites consulting firms to indicate their interest in providing the services described above. Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(1) Core business and number of years in business          - (10 points);

(2) Technical and Managerial Organization of firm        - (20 points);

(3) Availability of Appropriate Skills among Staff          - (30 points); and

(4) Firm’s experience in similar assignments                  - (40 points).

 

The minimum qualifying score shall be 75 points.

  1. A shortlist of consulting firms will be compiled, and a consultant selected in accordance with the Quality Cost Based Selection (QCBS) Method procedures specified in the World Bank Procurement Regulations for IPF Borrowers, (Sixth Edition, February 2025) and is open to all eligible bidders as defined in the Procurement Guidelines.
