The Government of The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project and intends to apply part of the proceeds toward payments under the contract for the Construction, Operation, and Maintenance of Fecal Sludge and Septage Treatment Plant for Mekelle Town.
The Ministry of Water and Energy now invites sealed bids from eligible bidders for the Construction, Operation, and Maintenance of the Fecal Sludge and Septage Treatment Plant for Mekelle Town, 760 km North of Addis Ababa. The work consists of Preliminary and General Items, Receiving Chamber/Screen Unit, Construction of Settling Tank, Sludge drying bed, Transfer Station, Anaerobic Ponds, Constructed Wetland feeding station, Constructed Wetland, Chlorination Unit, Service Building, Sludge Storage Area, Road Works, Water Supply for FSTP, Testing, Commissioning, Operation & Maintenance, and Electro Mechanical Works. The construction and operation periods are 18 months. Margin of preference is applicable.
Bidders shall fulfill the following qualification requirements:
- Financial Capabilities: The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as ETB 400,000,000 (ETB Four Hundred Million) or US$ 3,200,000 (US$ Three Million Two Hundred Thousand) for the subject contract (s) net of the Bidders other commitments
- Average annual Construction Turnover: Minimum average annual construction turnover of Ethiopian Birr 2,500,000,000 (ETB Two Billion and Five Hundred Million) or US$ 20,000,000 (US$ Twenty Million), calculated as total certified payments received for contracts in progress and/or completed within the last five (five) years, divided by 5 (five) years, starting 1st January 2020.
- Specific Experience: A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2020 and the application submission deadline: (i) One (1) contract with a minimum value of ETB 2,000,000,000 (ETB Two Billion) or USD 16,000,000 (US$ Sixteen Million) or (ii) Two (2) contracts each with minimum value of ETB 1,000,000,000 (ETB One Billion) or USD 8,000,000 (USD Eight Million) and (iii) For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or sub-contractor on or after the first day of the calendar year during the period stipulated above, a minimum construction experience in the following key activities successfully completed: Construction of Wastewater Treatment plant/ Fecal Sludge Treatment plant/Water Supply Treatment Plant with a minimum treatment capacity of 1200m3/day/experience in construction of water supply schemes at least to the size of 10,000m3/day.
- Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

- The bidding documents in English language will be available and can be downloaded from the Ministry of Water and Energy (MoWE) web page using the following link free of cost: https://www.mowe.gov.et/en/tender. In addition, the bidders can also obtain the soft copy of the bidding document through email by sending their request to the above email address. Bidders are required to register in person at the following address or notify the Ministry using the email addresses given above that they have downloaded the document and they will submit their bid.
- Bids must be delivered to the address below on or before 27 May 2025, 10:00 pm. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address on 27 May 2025, 10:30 pm (immediately after the bids submission deadline).
- All bids must be accompanied by a Bid Security of ETB 21,000,000 (ETB Twenty One Million) or US$ 170,000 (One Hundred Seventy Thousand United States Dollar Only)
- A Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration must accompany all Bids.
