1、The Chinese government has received a loan from the World Bank to finance the World Bank Loan Project for the Prevention, Preparation, and Response to Emerging Infectious Diseases in Hainan Province (Global "One Health" Hainan Demonstration Project), and plans to use part of the loan to cover eligible expenditures under the Agricultural and Rural Affairs Department Instrument and Equipment Procurement Contract Package Seven (Contract No. HN-G-5).

2、CITIC International Tendering Co., Ltd. (the procurement agency), commissioned by the Hainan Provincial Department of Agriculture and Rural Affairs (the buyer), now invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

Main Types and Quantities of Goods One Triple Quadrupole Linear Ion Trap Mass Spectrometer (LC-MS) and related services, as detailed in Chapter 6 of the bidding documents.
Delivery Period 90 calendar days from the date of contract signing.

Bidders may only bid for a single contract.

3、This tender will be conducted using the "World Bank Procurement Regulations for Borrowers" (the "Procurement Regulations") and a domestic competitive procurement method by soliciting bids. Any bidder who meets the qualifications outlined in the World Bank procurement regulations is eligible to submit a bid.

4、Interested qualified bidders may further obtain relevant information from the addresses specified in this invitation for bids, and may inspect or purchase the bidding documents from 9:00 to 11:30 AM and 1:30 to 5:00 PM (Beijing time), Monday to Friday (excluding weekends and public holidays) between April 11, 2025, and May 23, 2025, before the bid submission deadline.

5、Potential bidders should pay attention to Clause 4 of the Instructions to Bidders in this bidding document, which pertains to qualification and conflict of interest. Any bidder with a conflict of interest will be deemed ineligible.

6、The qualification requirements for bidders include:

Business Scale The average annual turnover of the bidder for the last three years (2021-2023) must be no less than RMB 10 million.
Contract Experience

In the past three years (from January 1, 2021, to the present), the bidder must have successfully completed at least 2 supply contracts for laboratory instruments or equipment similar in nature and complexity to the products proposed for this project, with each contract amount no less than RMB 3.5 million.

The bidder must provide supporting documentation to meet the requirements, including but not limited to copies of contracts, acceptance certificates issued by users, invoices, etc. The copies of contracts attached to the bid must at least include the following pages: the first page reflecting the project name, the procurement content, the contract signing date, the contract amount, the signature and seal page, and the contact person and contact details of the final user.

Technical Experience

The bidder must have at least 5 years of production experience for the goods they provide. Among them, at least 3 units/sets of similar laboratory instruments or equipment with comparable capabilities must have been sold.

The bidder must provide supporting documentation to meet the requirements, including but not limited to copies of similar contracts, invoices, and other relevant documents.

Production Capacity The bidder should provide proof of the manufacturer of the goods being offered, including copies of the business license and performance testing reports (if available), etc. These documents should demonstrate the minimum supply or production capacity to ensure that the bidder has the ability to supply the required models, sizes, quantities, and quality of the goods.
Financial Status The audited annual financial statements (balance sheet and income statement) for the most recent three years (2021, 2022, and 2023) should reflect the bidder's financial condition and demonstrate long-term profitability. The minimum requirement is that the bidder's net assets (calculated as the difference between total assets and total liabilities) for each of the last three years must be positive.
Cash Flow Capability The available quick assets [quick assets include cash and cash equivalents, short-term financial bills, short-term held-for-sale securities, marketable securities, accounts receivable, short-term receivables, and other assets that can be converted into cash within one year], credit limits, and other financing methods must be sufficient to meet the cash flow required to perform the contract. Additionally, the bidder should consider other ongoing contracts they are performing, with an amount not less than RMB 1 million.
Litigation History The total amount of any unresolved claims, arbitrations, or other lawsuits must not exceed 50% of the bidder's net assets.

This project accepts joint venture bids. The maximum number of joint venture members should be 2, and either the lead member or the joint venture member must meet the above qualification requirements.

7、Interested and qualified bidders may submit their application to purchase the tender documents to the address specified in this Invitation for Bids, and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or directly remitted to the procurement agency's account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The tender documents will be mailed. The buyer and the procurement agency will not bear any responsibility for documents lost or delayed during the mailing process.

8、All tender documents must be submitted to the address specified in this Invitation for Bids by 08:30 AM (Beijing Time) on May 23, 2025. Late submissions will be rejected. The bid opening will take place at the address specified in this Invitation for Bids. Bidders may send a representative to attend the opening. The bid opening will take place at 08:30 AM (Beijing Time) on May 23, 2025. The tender documents must include a bid security. The amount of the bid security is RMB 80,000.00.
