Consulting Services: Feasibility Study for the Entoto City-view Destination Development

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 3, 2010.
The Federal Democratic Republic of Ethiopia has received a credit from International Development Association (IDA) towards the cost of Ethiopian Sustainable Tourism Development Project and it intends to apply part of the proceeds of the credit to payment under the contract for consultancy services.
The services include: Feasibility Study for the Entoto City-view Destination Development
The main objective assignment is to diversify the use of Entoto as aneco-friendly tourist destination. It is aimed at establishing integrated tourist facilities, supported by infrastructure and amenities within the existing green environment in a socially and environmentally sound manner.
The scope of the assignment includes:
Ø Tourism Potential and Infrastructure Audit
Ø Environmental and Mountain Resources Audit : survey on the nature, composition, and current state of the diverse resource types that constitute the "natural capital of Entoto Mountain.
Ø Social Audit: survey on demographic, socio-cultural and socio-economic aspects of the population that resides within the targeted development area.
Ø Economic feasibility: Based on the technical design and preferred development scenario, the feasibility study is required to offer a preliminary market research that describes how the proposed intervention is commercially viable
Ø Legal feasibility: review and propose Legal instruments which highly influence the development of such initiatives
Ø Integrated Tourism Development Plan
Ø The Way Forward and Phasing Plan: Based on findings of the feasibility study, the Consultant will offer a roadmap for the way forward, and phasing plan/a critical path that serves as a guideline to the different stages of the practical execution of the destination development
The duration of the assignment will be 18 weeks starting from the date of signing of the contract agreement.
The Ministry of Culture and Tourism, ESTDP Project Co-ordination Unit(PCU) now invites eligible Consulting firms to indicate their interest in providing the service. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications.
The consulting firm will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and employment of consultants by World Bank Borrowers which can be found at the followingaddress www.world bank.org/procedure.
The method of selection is Quality and Cost based selection.
