EXTENSION AND CLARIFICATION OF TENDER

The Liberia Electricity Corporation (LEC) wishes to inform firms participating in the tenders listed below that some amendments have been made to the schedule of requirements, and a number of clarifications have been sought by bidders. The closing date is consequently extended as shown below to give bidders adequate time to prepare their bids appropriately:

Tender security should therefore be valid for 120 days from the new date shown above bidders are advised to collect addendum from the office of the Executive Director/Planning Engineering Design & Procurement, situated on 3 rd floor, Liberia Electricity Corporation, Waterside, Monrovia, Liberia. on normal working days commencing 26 th December 2011 to 11 th January 2012, between the hours of 9:30 to 4:30pm Monday through Thursday and Friday, from 9:30 to 3:30pm.

The Tenders will be accepted up to the time indicated in the tender document on the closing date shown above. Tenders will be opened at thetime indicated in the tender document on the new closing date shown above. Tenderers or their representatives who wish to witness the opening are welcome to do so at LEC Conference Room.

All other terms and conditions of the tender remain the same.

1. The Government of the Republic of Liberia has applied for a credit from the International Development Association and the Government ofNorway toward the cost of Liberia Electricity Sector Enhancement Project and it intends to apply part of the proceeds of this credit to payments under the Contract for Purchase of: Prepay Energy Meters; Treated Wood Pole s; Cables & Conductors and Medium & Low Voltage Hardware andMaterials.

3. Liberia Electricity Corporation now invites sealed bids from eligible and qualified bidders for Supply of Prepay Energy Meters; Treated Wood Pole s; Cables & Conductors and Medium & Low Voltage Materials described as in the Schedule of Requirement of the Bid Document.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Liberia Electricity Corporation and inspect the Bidding Documents at the address given below from 0900 to 1500 hours, Commencing Monday, October31, 2010 from Monday to Friday excluding public holidays.

6. Qualifications requirements include:

I. Submission of Tender Security of US$50,000 or Equivalent in a freelyconvertible currency.

II. The bidder shall furnish documentary evidence that it has access to credit or liquid asset of up to US$ 500,000. This may be in the form of a letter from the bidder's bankers.

III. The bidder shall furnish documentary evidence that it (or its manufacturer) has supplied similar quantities outside the country of manufacture in the last 5 years.

IV. Valid ISO 9001 certificate or equivalent Quality Assurance Certification for the manufacturer of Goods shall be required.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of US$ 100. The method of payment will be Bankers Cheque in favour of Liberia Electricity Corporation. The Bidding Documents will be sent by Courier if requested and the bidder will meet the cost.

8. Bids must be delivered to the address below at or before January 11, 2012 Time: 10:00 AM . Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 10.30 am. All bids must be accompanied by a Bid Security of US$50,000 or an equivalent amount in a freely convertible currency.
