Supply and Delivery of Male Condom

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 790 of 16 January 2011.
2. The Government of Nepal, Ministry of Health and Population (MoHP) has received a grant/credit from the International Development Association toward the cost of the Nepal Health Sector Program II, and it intends to apply part of the proceeds of this grant/credit to payments under the Contract for Supply and Delivery of Male Condom.
3. The MoHP, Department of Health Services (DoHS), Logistic Management Division (LMD), Teku, Kathmandu now invites sealed bids from eligible and qualified bidders for the supply and delivery of Male Condom. The total requirements are distributed in the table below. Bidders shall quote for the total quantity of the item and partial bids will be rejected.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the World Bank's Guidelines for the Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (May 2004, Revised October 2006) and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information and inspect the Bidding Documents at Logistics Management Division at the address given below during office hours.
6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of NPR 10,000.00 or USD 125.00 for each set. Payment shall be in the form of cash deposit certificate in Revenue Title no. Ka-1-1-5-99, Office code no. 27-70-11, Accountno. Ka 1.1-024 of Nepal Rastra Bank. Foreign bidders can also pay through a bank draft for the stated amount in favour of Logistics Management Division or can receive the Bidding Documents from LMD against cash payment. The documents will be available from 12th January 2012 and until 1200 Hours (local time) of 26th February 2012. If requested in writing and upon submission of an additional non-refundable courier fee of NPR 4,000.00 or USD 50.00 the Bidding Documents will also be sent by courier. However, DoHS, LMD will not be responsible for delay or non-delivery of documents so sent.
7. Bids must be delivered to the address below at or before 1200 hours (local time) on 26th February 2012. All bids must be accompanied by a Bid Security in an amount of 2.5% of bid price in accordance with clause 19 of ITB. Late Bids will be rejected. Bids will be opened in the presence of the bidders' representatives,who choose to attend in person at the address below at 12:15 hours (local time) on 26th February 2012.
8. If the last date of bid purchasing, submission and opening falls on a government holiday then the same time next working day shall be considered for such events as the last day.
