OF THE EXPRESSION OF INTEREST

 

In order to be considered for the shortlist, Interested Consultants arerequested to submit an Expression of Interest (EOI) which should clearly addressConsultant's capabilities and eligibility to undertake the assignment, including but not limit to the followings:

 

§        Core business and years inbusiness;

§        Firm's qualifications in the field of the assignment;

§        Firm's Technical and Managerial Organization;

§        General qualifications andnumber of key staffs proposed for this assignment;

TERMS OF REFERENCE

TECHNICAL ASSISTANCE FOR STUDY OF THE MODEL AND ROADMAP FOR A GOVERNMENT FINANCIAL MANAGEMENT INFORMATION SYSTEM (GFMIS)

 

I. OVERVIEW

1.         The Public Financial Management Reform Project (PFMRP) is financed by the World Bank and the UK Development for International Development with the following objectives: (i) modernization of State budget management from budgeting, execution and reporting and strengthening the budget accountability of the Ministry of Finance (MOF); enhancement of transparency in public financial management; reduction of negative use of budget; assurance of financial security in the national development and integration; (ii) strengthening association of budget management requirements with development financial targets, economic-technical indicators via financial planning and medium-term expenditure planning; (iii) strengthening the Government's capacity in debt management at MOF.

2.         The Financial Management Information System (FMIS) is an important aspect of public financial management reform (other important aspects include institutions, policies, regulations and processes). GFMIS is like a set of solutions of modernization which helps the Government in budget planning, execution and supervision. FMIS solution contributes to the strengthening of efficiency and equality for the Government; improvement of State budget forecasting, openness and transparency.

3.         At the moment, the Ministry of Finance (MOF) is developing core information systems (important components of GFMIS). In the period of 2011-2013, it focusses on the completion of the implementation of the Treasury and Budget Management Information System (TABMIS), the Debt Management Information System, study of the model of the Budget Preparation System, development of the model and roadmap of the Government Financial Management Information System (GFMIS). Besides, there are several other systemswhich have been studied and implemented like: the Integrated TaxationAdministration System (ITAS), the Vietnam Customs Information System (VNACCS/ VCIS), accounting and reporting systems, …

4.         MOF would like to define the scope, identify and develop the model as well as theroadmap for GFMIS (with all existing and to-be-developed components),define necessary conditions for effective and feasible implementationof the model.

 

II. OBJECTIVES

5.      The Project aims to support MOF indeveloping the model and roadmap for a comprehensive GFMIS suitable with MOF's capacities towards GFMIS development.

 

III. SCOPE OF WORK:

6.          To thoroughly assess the current status of GFMIS in Vietnam, in which evaluate the existing components, components that will be used in GFMIS, the objectives and requirements for GFMIS in order to make analysis for a comprehensive and appropriate solution without duplication of contents and objectives of Government financial management of Vietnam.    

7.          To carefully study and disseminate similar models and experiencein GFMIS implementation of other countries in the world (deeper analysis on regional countries in South East Asia or countries of the same management level as Vietnam).

8.          To draw lessons from the aforesaid activities, make recommendations on the model and high-level design of GFMIS which can both meet the requirements and be most suitable for Vietnam.

9.          To develop a roadmap for GFMIS implementation in the manner of feasibility. 

10.     To organize workshop(s) for studying experiences in GFMISimplementation with the participation of leaders, officials who will use GFMIS, international consultants who are experienced in GFMIS implementation and World Bank's experts who have done assessments on GFMIS/ IFMIS projects funded by the World Bank. Based on the results of discussions and opinions of consultants, to select the most suitable model for GFMIS in Vietnam.  To organize study tours for studying more about system implementation experience, if necessary.

11.     To train Government officials participating in GFMIS development in order to build common understanding of the model and the roadmap for capacity building and preparations for GFMIS development project.

 

IV. OUTPUTS

12.     The consultants will submit to MOF the following reports:

·      The First Report (Inception Report) should have the following contents: (i) proposal on approach and plan to carry out the Project; (ii) clarification of resources to be supplied by the consultants and the Client; (iii) potentialissues and risks relating to the Project; (iv) any other issues that the Consultants wish to propose relating to the Project.

·      The Second Report should summarize (i) assessment on the current situation of GFMIS development in Vietnam; (ii) results of study of models and experiences in GFMIS development, there must be report on the models and experience in GFMIS implementation in at least 15 countries; (iii) important lessons drawn and applicable for the model and roadmap of GFMIS implementation in the future in Vietnam.

·      The Third Report should summarize (i) the proposed model and high-level design of GFMIS in Vietnam; (ii) proposed roadmap towards the destination GFMIS for Vietnam; (ii) major assumptions, difficulties and risks relating to GFMIS implementation in Vietnam.

·      Report on Workshop(s) and Training should include (i) presentations made at the workshop(s) and summarized feedbacks of participants; (ii) training materials and summarized feedbacks made by trainees.

 

V. TIMELINE

13.     The Project is planned to start in August-September 2012, in totally 6 months, and will be completed in January-February 2013.

·      The Inception Report must be submitted within half a month from the start date.

·      The Second Report must be submitted within two months and a half from the start date.

·      The Third Report must be submitted within four months and a half from the start date.

·      The Report on Workshop(s) and Training must be submitted within six months from the start date.

 

VI. QUALIFICATIONS OF THE CONSULTANTS

14.     The Consulting Firm must have the following qualifications:

-     At least five years of IT project consulting experience in public sector.

-     At least 05 professional staffs are post-graduates from IT and/or finance, public administration with at least 05 years experience in IT projects in public sector.

-     Having carried out at least 05 IT consulting contracts in public finance, of which each contract must be of at least US$ 50,000.

-     The annual turnover from IT consulting and/or financial consulting must reach over US$ 300,000 in three continuous years (2009-2011).

-     Having audited financial reports of three recent years, showing its healthy financial situation and that the firm's accounts are not blocked by competent authorities.    

-     Fulfillment of tax obligations in the recent three years with certifications of the tax collection agency or its report.

15.     Consulting firms are free to introduce the organization structure of the consulting team, the number of consultants and their roles, providing that they are able to best meet the Project's requirement. However, the consultingteam must have at least 02 international consultants and 04 local consultants. In addition, the following requirements must be fully met byone or more member(s) of the consulting team:

-     The Team Leader must have post-graduate certificate in IT or finance and at least 05 years of experience in the position of project management. He/she must be with at least 3 GFMIS projects, of which each one is of at least US$ 50,000.

-     At least one international consultant must have post-graduate certificate in IT with at least 05 years of experience in IT consulting. He/she must be with at least 03 IT projects in public finance, of which each project is of at least US$ 50,000 and must have knowledge and understanding about GFMIS implementation.

-     At least one international consultant must have post-graduate certificate in finance with at least 05 years of experience in public finance. He/She must be with at least 03 projects in public finance, of which eachone is of at least US$ 50,000.

-     At least 02 local consultants must have post-graduate certificate in IT orfinance with at least 05 years of experience in IT in public financial sector. They must be with at least 03 IT projects in public finance,of which each one is of at least US$ 50,000.

             

VII. OTHERS

16.     Methodology for assessing the quality of the Consultants' performance: the working results ofthe Consultants will be assessed and accepted based on their activities within the scope of work, the quality of the reports and the progress of implementation.

17.     Working timeand place

-     Working time of the Consultants will consist of the time they work at MOF's office and the time they work at their office.

-     The Consultants will start in August-September 2012 and end in January-February 2013.

-     Working Place: during the time in Vietnam, the Consultants will work at their office or other places as proposed by MOF, suitable for the work plan.  

18.     Method of information exchanges

-     Report and information exchanges will be done either directly or via telephone, fax, emails, documents.

-     The Consultants will be responsible for keeping in regular contact with MOF and must inform MOF, 24 hours in advance, of any changes of their contact details, telephone, fax, emails or addresses.

-     Qualified consultants might be participated in other activities relating to the Project.

19.     MOF will be responsible toprovide the Consultants with necessary documents relating to the Project and the assignment.
