CONSTRUCTION OF NEW CALDWELL BRIDGEACROSS STOCKTON CREEK

UNDER DESIGN BUILD AND TRANSFER (DBT) METHODOLOGY USING OPRC CONTRACT FORMAT

1. This invitation for bids follows the general procurement notice for this project which was published in the United Nations Development Business (www.devbusiness.com) on August 14, 2012.

2. The Government of Liberia has received a grant from the International Development Association (IDA) toward the cost of the Urban and Rural Infrastructure Rehabilitation Project (URIRP), and it intends to apply part of the proceeds of this grant to payment under the contract for construction of a new Caldwell Bridge across Stockton Creek under Design Build and Transfer (DBT) Methodology using Output and Performance based Road Contract format. The Infrastructure Implementation Unit of the Ministry of Public Works, acting on behalf of the Government of the Republic of Liberia, nowinvites sealed bids from eligible and qualified bidders for the construction of a 120m cast-in-place balanced cantilever bridge across the Stockton Creek including 250m of approach roads in Caldwell, Liberia, West Africa.

3. The works shall include the detailed design with necessary field investigations and construction of a 120m cast-in-place balanced cantilever bride across the Stockton Creek including 250m of approach roads. During the bidding process,the Contracting Entities (the Bidders), comprising of contractor and consultant,  shall competeamong each other by essentially proposing fixed lump-sum prices for detailed design and construction of a new bridge and its approaches to required Services Levels. Upon award of works, the Contracting Entity (CE) shall be responsible for carrying out detailed engineering investigations and preparing the detailed designs during the mobilization phase. The CEwill also prepare Resettlement Action Plan as necessary. Itis important to note that CE shall not be paid directly for "input" or physical works but rather for defined and finished outputs made up of completed stages of the works and achieving "Specified Service levels". The construction time period, including mobilization, is 18 months.The Contracting Entity is required to achieve  thedefined Service Levels on the entire bridge and approach roads and maintain them until  handing over to the Employer at the end of the 12 months Defects Liability Period (DLP).

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004, revised October 2006 and May 2010), and is open to bidders from all countries as defined in the guidelines.

5. Interested eligible bidders may obtain further information from and inspect the bidding documents from the Office of the Infrastructure Implementation Unit (IIU), Ministry of Public Works (MPW) at the address below from 09:00 – 17:00 hours Monday to Friday.

6. A complete set of Bidding Documents  in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a none refundable fee of (US$ 200.00). The method of payment will be by Bank draft (enclosed with the application) drawn up by one bank on another bank in the name of IIU or payment into Account 0011134701659603 ECOBANK Liberia Limited. 7. A Pre-Bid Meeting will be held on December 7, 2012 at 10:00 AM. Potential Bidders are encouraged to attend the Pre-Bid Meeting to clarify issues and to familiarize themselves with the existing site conditions. A sitevisit will also be arranged by IIU.

8. Bids must be delivered to the address below by January31, 2013 at 14:00 hours. All bids must be accompanied by a Bid Security of US$ 200,000.00 Two Hundred Thousand United States Dollars or an equivalent amount in afreely convertible currency. Late bids will be rejected.Bids will be opened in the presence of bidders' representatives and anyone who choose to attend at the address below on January 31, 2013 at 14:00 hours.
