CONSULTING SERVICES: DESIGNING AND IMPLEMENTATION OF A MARKETING AND PROMOTIONAL STRATEGY FOR ICT PARK
REQUEST FOR EXPRESSIONS OF INTEREST
- This Request for Expression of Interest (REOI) follows the General Procurement Notice for the Project that appeared in Development Business 8th July, 2008.
2. The Government of Ghana has received financing from the World Bank toward the cost of the Micro, Small and Medium Enterprises (MSME) Projectand intends to apply part of the proceeds for consulting services.
3. A critical component of the MSME Project is the development of an Information and Communication Technology (ICT) Park to stimulate the start-up and growth of technology-intensive, knowledge-based businesses in Ghana. The ICT Park will provide infrastructure and business support services designed to assist export-oriented small and medium ICT businesses as well as Information Technology Enabled Services (ITES) firms to maximize their potential for growth.
The main objective of this consultancy is to attract investors and tenants to the ICT Park.
The consulting service (Services) is expected to commence on January 2013 and completed in three (3) months.
4. The Ministry of Trade and Industry now invites eligible consulting firms(Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to performthe Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are: (i) Core business and numberof years in business; (ii) Technical and Managerial Organization of the firm; (iii) Availability of appropriate skills among staff; (iv) Firm's experience in similar assignments; (v) Firm's experience in working in similar conditions.
5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
- A Consultant will be selected in accordance with the Selection Based on the Consultants' Qualifications (CQS) method set out in theConsultant Guidelines.
