The Governmentof State of Rio Grande do Norte, represented by the Secretariat of Planning andFinancing - SEPLAN, has received financingfrom the World Bank toward the cost of the RioGrande do Norte Regional Development and GovernanceProject Projeto Integrado de Desenvolvimento Sustentvel do Rio Grande doNorte, and intends to apply part of the proceeds for consultingservices.

The consulting services include:

The analysis, evaluation, formulation and implementation of amanagement model and solutions for improvement of physical processes,budgetingand financial control of the Government of State of Rio Grande do Norte, includingits contracts, agreements, projects and activities;

• The development and implementation of improvements and additions ofthe Integrated System to the Financial Management SIAF/RN in order tosupportthese solutions;

• The design, development and implementation of a Situation Room forphysical, budgeting and financial control and a management process associatedwith its operation covering management approaches for results which includemethodology and appropriate tools for monitoring and evaluation of publicpolicies, plans, programs and government projects;

The development and implementation of the necessary software tooperate the Situation Room and its management process;

• The development of tools and mechanisms that encourage makingcompatible  the governmental planningwith the budget and their availability to bodies and entities of the directadministration, autarchies and foundations of the Executive Power; and

• The training and qualification of the teams of different institutionsbelonging to the direct and indirect administration of the Governmentof Statefor the use of these systems and processes.

  The Project Management Unit Sustainable RN now inviteseligible consulting firms ("Consultants") to indicate their interest inproviding the Services. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevantexperience to perform the Services. The shortlisting criteria are:

   

Eligible Companies that are interested in providingservices should express interest by correspondence together with informationdemonstrating the experience and expertise required to perform the services,presenting evidence of technical capacity gained from the performanceofsimilar work they have already done, containing at least the followinginformation:

Prospect of presentation from the Consulting company ,containing the following information: a) company name b ) complete address, c)telephone / fax / e- mail d) responsible for the company / institution, and e)portfolio of the main activities carried out by the company / institution (containing the time working on projects of similar scope);

List of companies / institutions benefited from similarwork already undertaken and completed, preferably in public institutions;

Name, phone and e - mail contact of the personresponsible for managing these companies / institutions benefited from similarwork;

Description of developed and completed similar work (evenif only  steps), with completion date,terms of contracts, and preferably values;

Declaration of intent to set up a consortium, ifappropriate, and Other information or documents that the Company / institutionconsiders relevant to demonstrate their experience in these services.

The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines:Selection and Employment of Consultants under IBRD Loans and IDA Credits &Grants by World Bank Borrowers dated january 2011 ("ConsultantGuidelines"), setting forth the World Bank's policy on conflict ofinterest.    

Consultants may associate with other firms in the form ofa joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the METHOD OF SELECTION BASED ON QUALITY AND COST SBQC method set out in theConsultant Guidelines.
