1. The Government of Liberia has received a credit from the World Bank toward the
cost of the Liberia Accelerated Electricity Expansion Project (LACEEP), and
intends apply part of the proceeds toward payments under the contract for the
Demolition of the Old LEC Tanks and Pipeline, Removal of Debris, Cleaning
and Preparation of Site and Construction of New Facilities for HFO Handling
and Storage for LEC Power Plants at Bushrod Island, Monrovia, Liberia.
2. The Liberia Electricity Corporation now invites sealed bids from eligible bidders for the Demolition of the Old LEC Tanks and Pipeline, Removal of Debris, Cleaning
and Preparation of Site and Construction of New Facilities for HFO Handling and
Storage for LEC Power Plants at Bushrod Island, Monrovia. The contract is in two
(2) lots as detailed below and contract award will be per lot.

3. Bidding will be conducted through the International Competitive Bidding
procedures as specified in the World Bank's Guidelines: Procurement of Goods,
Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants
by World Bank Borrowers (January 2011), and is open to all eligible bidders as
defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6
and 1.7 setting forth the World Bank's policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Liberia Electricity
Corporation and inspect the bidding documents at the address stated below from
0900 to 1700hours, Monday to Friday excluding public holidays. More information
on how to purchase bidding documents can be obtained by contacting Thelma

5. Qualification requirements include:
Lot 1
(a) Bidders must have successfully completed at least two (2) works within the last
five (5) years, of similar nature and complexity, each with a value of at least
USD0.5Million. For a Joint Venture, the Partners should collectively meet this
specific experience provided each joint venture Partner has had relevant experience in the component contract it is designated to perform.
(b) Minimum average annual construction turnover of USD2.5Million, calculated as
total certified payments received for contracts in progress or completed, within the
last three (3) years.
(c) The Bidder shall also demonstrate that it has access to, or availability of, financial resources such as liquid assets, unencumbered real assets, line of credit, and other financial means, other than any contractual advance payments.
Lot 2
(a) Bidders must have successfully completed at least two (2) works within the last
five (5) years, of similar nature and complexity, each with a value of at least
USD10Million. For a Joint Venture, the Partners should collectively meet this
specific experience provided each joint venture Partner has had relevant experience in the component contract it is designated to perform.
(b) Minimum average annual construction turnover of USD18Million, calculated as
total certified payments received for contracts in progress or completed, within the
last three (3) years.
(c) The Bidder shall also demonstrate that it has access to, or availability of, financial resources such as liquid assets, unencumbered real assets, line of credit, and other financial means, other than any contractual advance payments.
(d) A marginof preference for certain goods manufactured domestically shall not be
applied.
(e) Additional qualification details are provided in the Bidding Documents.
6. A complete set of bidding documents in English may be purchased by interested
bidders uponthe submission of a written application to the address below and upon
payment of anon-refundable fee of US Dollars Two Hundred (USD200.00). The
method of payment will be by Banker's Check in favor of LEC or paid in cash to
the Chief Accountant's Office, 1st Floor, LEC Central Office. Alternatively, by
direct payment into Liberia Electricity Corporation Project Account No:
10610000012034, (Swift Code No. ECOCLRLM) held with ECOBANK LIBERIA
LTD and submitting the payment advice as evidence to collect the Bid Documents.
An additional amount will be charged for deliveries by courier.
7. Bids mustbe delivered to the address below on or before 10:00 Hours GMT on
Monday, September 15, 2014. Electronic bidding will not be permitted. Late bids
will be rejected. Bids will be opened in the presence of the bidders' representatives
who choose to attend in person at the address at the end of this IFB at 10:00Hours
GMT on Monday, September 15, 2014. All bids must be accompanied by a Bid
Securing Declaration in the form specified in Section IV of this Bidding Document.
8. A pre-bidmeeting and site visit will be held on August 21, 2014 at 10:00AM GMT. Details of these events will be notified to all bidders purchasing the Bidding
documents.
