Assignment Title: Selection of Technical Support Agency for Providing Technical, Management, Business and Legal Consultancy for Re-Engineering of existing SERP IT Systems

The Government of Telangana, India has applied for financing from the World Bank toward the cost of theTelangana Rural Inclusive Growth Project (TRIGP), and intends to apply part of the proceeds for consulting services.

Society for Elimination of Rural Poverty (SERP) is the implementing agency for Telangana Rural Inclusive Growth Project (TRIGP) and would contract a Technical Support Agency (TSA). The role of Technical Support Agency (TSA) is primarily to provide business, technical, legal consultancy to the Society for Elimination of Rural Poverty (SERP) for conceptualizing and rolling out e-initiatives of SERP. This would include support fo

1. Scoping and defining overall ICT needs for SERP;
2. Support for procuring Application Development/ System Integration and Implementation Agency for developing and rolling out ICT applications and solutions (i.e, advisory support in RFP preparation, assist in evaluation of bids, contract preparation and acceptance testing);
3. IT procurement related advisory including h/w, s/w, n/w and other equipments;
4. Providing guidance for procuring third party services from other government/ PSU or private entities or engagement with such agencies;
5. Setting and maintaining compliance with the standards for design, deployment, integration, maintenance of converged SERP databases and
6. Providing periodic feedback to SERP on the progress of overall program implementation, risk assessment and mitigation plan.

The SERP Society for Elimination of Rural Poverty (SERP) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing criteria are:

1. Average Turnover in last 3 (three) financial years (2012-13, 2013-14 and 2014-15)
2. Experience of handling projects in Information Systems Scope Definition, Evaluation of Bid process for IT systems andAcceptance Testing
3. Experience of consultancy assignments for ITroad map of Government/eGovernance projects in development
4. Availability of technical persons in the organization
5. Capability to independently understand and provide consultancy in Telugu wherever and whenever required, in addition to English

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January2011, revised July 2014 ("Consultant Guidelines), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

AConsultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
