Assignment Title: Contracting Consulting Services for Elaboration of a Project for CEPEL's Smart-Grid Laboratory

Reference Number: Term of Reference - ToR #12

 

The Brazilian government formalized a loan from the International Bank for Reconstruction and Development - IBRD to finance the first phase of a project to strength the Energy and Mineral Sectors and intends to apply part of the funds in contracting consulting services.

 

The consulting services ("The Services") include the elaboration of a project for a Smart-Grid Laboratory in CEPEL – Electric Energy Research Center. The deadline for completing the work is 11(eleven) months from the contract signature date. The services must be provided in accordance with the Energy and Mineral Sectors Strengthening Project - Term of Reference #12 available at ftp://ftp.cepel.br/pub/download/BIRD-CONSGRID/.

The Electric Energy Research Center - CEPEL now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the Services. Note: The minimum score requiredfor classification is 70% (seventy percent) of the total maximum points.

Tiebreaker Criteria:

1) It is considered technical tied when companies score the same number of points;

2) In case of the situation described in item 1), the tiebreaker will follow the given order:

  The company with higher score in item 1.1, still tie;

  The company with higher score in item 1.2, still tie;

                               The company with higher score in item 1.4

 

 

 

 

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edited in January 2011  ("Consulting Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of joint venture or a sub consultancy to enhance their qualifications.

This Request for Expressionsof Interest does not indicate an obligation for hiring contract. A Consultant will be selected in accordance with the Quality-and-cost Based Selection (QCBS) method set out in the Consultant Guidelines.

 

Expressions of Interest must be delivered in a written form, in an envelope, to the address below (in person or by mail) within 16 (sixteen) days since the publication date, until 16:00pm (GMT-3) of the last day ofschedule. The aforementioned envelope mustbe addressed with the following title: Energy and Mineral Sectors Strengthening Project – TDR #12. Its content must be composed by the company's letterhead paper expressing the institution's interest in executing the services, properly signed by its legal representative, and present documents – brochures, description of similar assignments, experience in similar conditions – able to prove the qualifications and experiences required by this selection process. The attached information must be relevant to the Term of Reference's object, and it is limited to 30 (thirty) pages.
