BACKGROUND OF THE PROJECT
The Government of Somaliland has received a Grant from the World Bank towards the cost of the Civil Service Strengthening Project and intends to apply part of the proceeds for consulting services. The consulting services including “ carrying out a combination of both field work and diagnostic analysis of human resource audits involving civil service strategic actions to take an intensely objective look at its size and payroll management issues.
The HR audit seeks focus on ensuring identification of strengths and weaknesses of payroll systems and processes to determine whether they align with the HR requirements of GoSL’s development aspirations contained in the national development plans and strategic policies. It will also help to maintain and improve a competitive advantage by strategically benchmarking HR practices with international best practice. It will further cover: a) headcount of all existing civil servants, b) an evaluation of operational HR policies, practices and processes including retention, compensation, employee benefits, performance management, employee relations, training and development, records management, etc., and c) review of current HR indicators such as number of unfilled positions, absenteeism rates, and staff personal profiles such as gender, age, etc.
The consulting firm will be engaged for a period of 6 months.
ASSIGNMENT DESCRIPTION
- Conduct a full-blown personnel headcount of the civil service ensuring that the audit collects data, analyse the data and answers specific questions on the HR function including but not limited to the following:
- Head count and Payroll management
- Organizational structure, Recruitment and Documentation
- Training, development, and career management
- Compensation and benefits
- Performance measurement and evaluation
- Termination ,transition and Pension
- Legal issues and personnel policies
- HR information systems
- Ensure efficient administration of the audit questionnaire and capture of principal fields including but not limited to:
- Age-related issues in hiring, training, benefits and retirement
- Avoidance of adverse-impact discrimination
- Compensation and benefit administration issues
- Disability accommodation
- Disciplinary matters
- Employee development
- Create a dynamic and effective human resources function for the civil service of Somaliland by providing an action plan and a roadmap to implement recommendation of the audit.
SUBMISSION REQUIREMENTS
The CIVIL SERVICE COMMISSION in Government of Somaliland now invites eligible consulting firms (“Consultants”) in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills).
The short listing criteria are: Background of the firm(s): summarizing their areas of expertise
1) Organizational capability 2) years of experience of the firm 3) Size of the firm; General and overall experience of the firm(s); Relevant experience and ssummary of similar projects undertaken by the firm(s); 4)Availability of appropriate skills amongst staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014, ) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
