ASSIGNMENT TITLE:  Consultancy Service for Demand Analysis, Detail Design Preparation, Supervision and Contract Administration of Modjo Logistics Hub

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank towards the cost of Ethiopia Trade Logistics Project (ETLP), and intends to apply part of the proceeds for consulting services for Demand Analysis, Detail Design Preparation, Supervision and Contract Administration of Modjo Logistics Hub.

The consulting services (“the Services”) include

i. The objective of this consultancy is to provide the analytic base, conceptual framework and essential designs to attain the stated purpose of transforming Modjo Dry port into a Logistics Hub. A pre-feasibility study has been completed. The consultancy services will:

  • Undertake necessary studies including a comprehensive demand analysis and business plan for Modjo Logistics Hub;
  • Elaborate the master plan of the designated areas for the Hub, including the environmental master plan that shows energy; green and leisure areas, and hazardous waste management and hazardous cargo handling section; maintenance area for cargo handling and container as well as other facilities of the logistics Hub.
  • Define detailed engineering designs of on-site and off-site infrastructure;
  • Prepare complete tender documents including specifications and bill of qualities; and in a second phase
  • Supervision and contract administration of the works to be executed by a contractor for the construction of Modjo Logistics Hub.

ii. The scope of the services shall include all the activities necessary to achieve the objectives described above. In so doing, the Consultant will be required to expeditiously execute, but not limited to, the following tasks:

Phase 1: Analysis, Design and Support for the Procurement Process

Component 1: Preparation of Preparatory Studies for Modjo Logistics Hub;

Component 2: Preparation of Master Plans of the Designated Areas for Modjo Logistics Hub;

Component 3: Preparation of Detailed Plans of the Designated Areas for Modjo Logistics Hub;   

            (On- and Off-site), including the Environmental and Social Management Plan and

Component 4:  Preparation of Tender Documents.

   Subject to satisfactory performance under Phase 1 the consultant would then undertake the following:

Phase 2: Contract Administration and Supervision. The Consultant will supervise the contractor for the works to be implemented based on the plans and designs prepared by the Consultant. This consultancy services will be carried out for the duration of 6 months for phase 1 and 24 months plus 12 months of Defect Liability Period for phase 2 assignment.

The Ethiopian Maritime Affairs Authority now invites eligible consulting firms (“consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are:

  • Core business and years in business.
  • Qualifications in the field of the assignment.
  • Technical and managerial organization of the firm.
  •  General qualifications and number of key staffs.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Selection of consulting firms will be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers, January 2011 revised July 2014 ("Consultant Guidelines").

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
