The Government of Liberia has received financing from the Liberia Reconstruction Trust Funds (LRTF) through the World Bank toward the cost of the Cheesemanburg Landfill Urban and Sanitation (CLUS) Project, and intends to apply part of the proceeds to contracting a Social Safeguard Specialist for the Cheesemanburg Landfill & Urban Sanitation (CLUS) Project Monrovia City Corporation (MCC)
The consulting services (“the Services”) include:
The objective of this assignment is to provide Social safeguards support to the implementation of the CLUS Project. In addition, ensure that the recommended mitigation measures in the Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plans (ESMPs) , Resettlement Action Plans (RAP),Grievance Redress Mechanism (GRM) and Redress Mechanism for Gender Based Violence (GBV) are implemented in accordance with requirements and guidelines of both the Liberia Environmental Protection Agency (EPA) and the World Bank.
The Social Safeguard Specialist shall provide a total of 2 years of continuous service. The continuation of the service will be subject to the successful completion of a probation period of six (6) months and contract will be subject to reviewed every 12 months thereafter.

CONSULTANT QUALIFICATIONS
The Social Safeguard Specialist (SSS) shall possess
- Master of Science Degree in any of these relevant discipline such as Social Science, anthropology, Development Studies or other related field with a focus on social safeguards;
- At least ,8 years’ experience as environmental and/or social officer on project of this nature or major infrastructure project;
- Experience in capacity building for Environmental and Social Safeguards
- Proven experience in preparation and or implementation of ESMP or skill in handling, Stakeholder engagements, GBV, GRM,; and
- Experience in municipal solid waste collection and disposal systems will also be an added advantage.
The Project Implementation Unit (PIU) of the Monrovia City Corporation (MCC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, July 1, 2016 Revised November 2017 and August 2018 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the {procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated July 2016, Revised August 2018, and November 2020 ,Para. 7.34(c)“Selection Based on Consultants’ Experience and Qualification”.
