TANZANIA TRANSPORT INTEGRATION PROJECT (TanTIP)

PROJECT ID. P165660

GENERAL PROCUREMENT NOTICE

The Government of the United Republic of Tanzania has received financing in the amount of US$ 550 million equivalent from the World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will be jointly financed by the Government of the United Republic of Tanzania in the amount of US$ 97.11 million.  The project aims to address the priority investment needs, in selected development corridors (DCs), by supporting the upgrading and rehabilitation of national roads and regional airports, which are playing a key role in the socio-economic activities of the areas.

The project will include the following main components: -

Component 1: Upgrading and Rehabilitation of Trunk and Regional Roads. This component will finance the upgrading and rehabilitation works of about 510 km of roads, selected by TANROADS as part of their ongoing road rehabilitation and upgrading process which is identifying key links that are critical for the good operation of the road network and that constitute bottlenecks due to climate vulnerability. These roads include;

(i). Rehabilitation of Mtwara – Mingoyo- Masasi Road (201 Km);

(ii). Rehabilitation of Lusahunga – Rusumo Road (92 km);

(iii). Rehabilitation of Rutukila – Songea section (95.188 km) and Songea Bypass (16 km); and

(iv). Upgrading of Iringa - Msembe Road (104 km).

The roads will be rehabilitated and upgraded to integrate climate resilience measures to enhance the resilience and adaptation of these roads and the road network. This component will also support: -

 (i)  Community-based ancillary social infrastructure along the project road corridors;

(ii)  The associated construction supervision consultants;

(iii)  Road user satisfaction survey consultants to carry out baseline, midterm, and end-stage user satisfaction surveys; and

(iv)  Land acquisition, and resettlement and rehabilitation.

Component 2: Upgrading and Rehabilitation of Regional Airports. This component will finance the rehabilitation and upgrading of three priority regional airports that are exposed and vulnerable to climate change impacts, out of the eleven airports identified for upgrading under the Transport Sector Support Project (TSSP). The interventions include addressing asset damage caused by climatic events and the further enhancement of climate resilience, energy efficiency, and safety of the airports. The capacity of the airports will also be enhanced to be able to address the demand projected for the medium to long terms, in climate resilient airports that offer international standards of safety. The three regional airports proposed are: -

(i). Rehabilitation and upgrading of Tanga Airport;

(ii). Rehabilitation and upgrading of Iringa Airport; and

(iii). Rehabilitation and upgrading of Lake Manyara Airport.

The objective is to meet the air traffic demands for the design life of 20 years to address the potential demand from tourism and commercial activities. This component will also support: -

(i). Air navigation facilities;

(ii). Meteorological facilities;

(iii). The associated construction supervision consultants; and

(iv). Land acquisition and resettlement and rehabilitation.

Component 3: Institutional Support and Capacity Building in the Transport Sector. This component will finance activities aimed at: -

(i). Continued development of institutional capacities including climate risk management and safety;

(ii). Encouraging gender balancing with inclusion and career development for women; and

(iii). Supporting project implementation and monitoring of the project and key institutional support activities.

The beneficiaries of the activities under this component include Tanzania National Roads Agency (TANROADS), Tanzania Airport Authority (TAA), Tanzania Meteorological Agency (TMA), Tanzania Civil Aviation Authority (TCAA) and the Ministry of Works and Transport (MoWT). TANROADS will be responsible for managing all procurement activities and fund flow as elucidated under the procurement and financial management sections: -

(i).    Evolving transport policies, strategies, and institutions;

(ii).   Adapting to climate change and improving road safety design;

(iii).   Upgrading technical capacities, including on the topics of climate resilience and transport safety;

(iv).   Pipeline of young professionals to beef up staffing at TANROADS and TAA and

(v).  Road network development preparation, with the financing of agreed feasibility and design studies for upcoming national priority investments.

Component 4: Contingent Emergency Response Component (CERC). This component is designed to provide a swift response in the event of an eligible crisis or emergency, by enabling GoT to request the World Bank to reallocate project funds to support emergency response and reconstruction, in accordance with an applicable CERC Manual.
