Program Management Consultant (PRMC) to support Directorate General of Land Transportation (DGLT) Indonesia Mass Transit Project (Implementation Project of Public Transportation System).

The Government of Indonesia has received financing from the World Bank and Agence Francaise De Developpement (AFD) toward the cost of the Indonesia Mass Transit Project (Implementation Project of Public Transportation System) in BBMA and Mebidang, and intends to apply part of the proceeds for these program management consulting services. The project objective is to improve urban mobility and accessibility on high priority corridors in BBMA and Mebidang. The project consists of two components: (1) Capacity Building and Institutional Improvement and (2) BRT Infrastructure Development in BBMA and Mebidang.

 

The program management consulting services (“the Services”) is to assist the PMU (Project Management Unit) under Directorate General of Land Transportation to design, manage, and operationalize Indonesia Mass Transit Program (IMTP).

 

The PRMC will be responsible for the following tasks:

  • Task 1: Program Design - to assist the GoI in developing the IMTP design, the procedures for implementing, managing and administering it and monitoring/evaluating its performance
  • Task 2: Program management - assist the GOI in operationalizing and managing the IMTP
  • Task 3: Institutional development - to assist the GOI in establishing a ”Mass Transportation Administration” within the Ministry of Transportation
  • Task 4: Needs assessment - to assist the GoI in conducting a national urban public transport capacity needs assessment
  • Task 5: Capacity development - to assist the GoI in implementing the capacity building plan and otherwise assist the GOI in procuring other consultants to help carry out the program as per the capacity building needs assessment
  • Task 6: Technical assistance on urban mobility to national and subnational officials – to assist GoI in providing technical assistance and guidance to national and subnational officials on topics related to sustainable urban mobility; basic research and development of practical sustainable urban mobility solutions specifically for Indonesia
  • Task 7: Development of an Indonesian Urban Transport Database – to assist the GoI in developing a web-based tool to make it easy for local governments to maintain the database, updating it on an annual basis

 

The PRMC will be based in Jakarta. The services are expected to start in 16 February 2023 and the completion is in 30 June 2027, with possibility of extension according to project development. The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expression of Interest.

 

The Directorate General of Land Transportation (DGLT) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in the last 10 (ten) years to perform the Services, i.e. firm profile and description of similar projects, including project title, project location/country, name of client, type of services provided and brief description of the services, period of contract (starting date and completion date) and contract value.

 

The firms will be short-listed based on the following criteria:

  1. A globally recognized management consulting firm with a good understanding of urban transport issues.
  2.  Evidence of completed and or ongoing consulting services related to infrastructure public program development, management, and operationalization (urban transport or urban program added advantage).
  3. Should have an international experience in urban transportation expertise, including program design, program management, institutional development, training needs assessment, capacity development, technical assistance, and database development in the last 10 years.
  4. Relevant experience in Asia region (South East Asia regions an added advantage).
  5. Average annual turnover for the last three financial years of the bidder should be at least USD 800,000.
  6. Availability of relevant Key Professionals with the firm. Specific key experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers: Procurement in Investment Project Financing for Goods, Works, Non-Consulting and Consulting Services” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may choose (but not mandatory) to associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or sub consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulation.
