The State Committee for Refugees and IDPs (SCRI) of the Republic of Azerbaijan, an implementing agency for “Improved Livelihoods for IDPs in Azerbaijan Republic” funded by World Bank, announces the following vacancy:
- Mentor to support IDPs to create sustainable jobs/livelihoods
The three-year project “Improved Livelihoods for Internally Displaced Persons in Azerbaijan” aims to improve government policy and program implementation on recovery and peacebuilding while also increasing the skills, access to support services and opportunities for income generation of vulnerable IDP households in Azerbaijan.
This objective will be achieved through the following activities:
Component 1: Skills development;
Component 2: Job placement and business development support;
Component 3: Civic engagement, social cohesion, monitoring and operational support.
Requirements and Qualifications:
Education:
- A university degree in the area of economics, business or rural development, social sciences or other related disciplines. Master’s degree is preferable.
Experience and Knowledge:
- At least 5 years of general professional experience overall and at least 3 years of professional experience in the area of entrepreneurship education and business development, legal regulation or other relevant fields;
- Experience in social and economic empowerment of vulnerable groups, including IDPs and refugees is an asset;
- Ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, businesses, and other stakeholders.
- Good inter-personal and communication skills.
- Demonstrated experience in the delivery of social programs or development projects within the region of responsibility is an asset;
- Entrepreneurial attitude and collaborative disposition comfortable working with vulnerable people
- Experience working with small and medium enterprises in the target areas. Demonstrated ability to understand the business environment in the target location especially within the purview of small and medium entrepreneurial ecosystem.
Other necessary skills:
- Fluency in Azerbaijani.
Preferred:
Under the overall supervision of the PIU Director and Mentor Coordinator and in close collaboration with relevant project team members, the Mentors are expected to implement the following activities, but not limited to:
- The mentor is a resource and advisor to introduce the project participants to the Project and other income generating and professional opportunities;
- Assist the students in setting realistic goals;
- Allocate the expected time with the students and maintain communication and follow through on commitments;
- Support the local awareness building process for project applicants and support the selection process of students to participate in the program activities;
- Support in selection of future employment or business/self-employment areas of beneficiaries and organization of vocational training of beneficiaries (introduction of beneficiaries to relevant vocational training institutions/masters);
- Advise beneficiaries on training providers. This will be used in finalizing the determination of which course or apprenticeship is proposed to the Selection Committee in the short list;
- Upon completion of training, assist beneficiaries in obtaining a job or developing a business plan and provision of the beneficiary with the necessary advice on how to set up a business, if appropriate;
- Provision of necessary information to beneficiaries on business basics through professional business trainings and capacity-building activities;
- Prepare a list of resources available for the students and provide guidance to them based on their needs;
- Support in defining a list of required equipment and/or materials for use in the area of job training, and which may be eligible for financial support through the project;
- If necessary, assistance with the preparation of documents for credit or leasing purposes;
- Provision of the beneficiary with the necessary advice on how to set up a business;
- Identify professional networking opportunities and support building partnerships for the purpose of extending support for students in employment and business growth.
- Monitoring of beneficiary activities after the establishment of a business in close collaboration with an M&E specialist;
- Provide follow-up support to the jobs and businesses established within the Project;
- Advise the Mentoring Coordinator on the completion of the mentoring program and provide feedback where appropriate;
- Share experience and best practices, provide activity reports on quarterly and annual base
Work Conditions:
The Mentors will be ready for regular business trips.
Terms of the Contract:
The Mentors are hired by contract for the term of 24 months with the possibility of extension based on performance evaluations.
