The Government of Liberia through the Ministry of Gender, Children and Social Protection (MGCSP) has received a grant of USD 44.6 million dollars from the International Development Association (IDA) of the World Bank to implement the Liberia Women Empowerment Project (LWEP) and intends to apply part of the proceeds for consulting services of the Lead Service Provider Association (LSP).

 

The consulting services (“the Services”) to be carried out by the LSP is being entrusted with the responsibility for implementing components 1, 2 and 3 under the supervision of the Project Management Unit (PMU) of the MGCSP.

 

Lead Service Provider (LSP)

The Lead Service Provider should work with at least two or more national service providers/association (NGOs and/or other not-for-profit organizations) under each component 1, 2, and 3 for the implementation of the project, in coordination with government actors and under the supervision of the Project Management Unit (PMU).  The LSP will ensure that the association members work together to implement Components 1, 2 and 3 in an integrated manner (i.e., association members should not work in silos). Description of the components are below and detailed in the TOR which is accessible in the link provided in this REOI. All interested service providers are encouraged to consult the TOR for thorough understanding of the scope of the assignment and qualification requirements before expressing interest.

 

Component 1: Fostering positive social norms and community mobilization.

Component 2: Enhancing basic services in health and education.

Component 3: Promoting resilient livelihoods through community-led approaches.

The Liberia Ministry of Gender, Children, and Social Protection (MGCSP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Service Providers (Non-for-Profit) NGO should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are provided for in the TOR (Please refer to the link provided in the REOI for more details)

 

Implementation capacity. Proven experience and track record of designing, managing, and implementing at least five (5) number of large-scale multi-sectoral development projects or programs financed by the World Bank or other international partners, in Liberia or similar environments. The LSP should have experience in managing contracts of at least US$30 million over four years and minimum annual average turnover/income/revenue of US$10 million in the last three fiscal years. Contract information will be adequate as against the reports indicated, including list of projects are required.

 

Technical experience and expertise. Collectively should have proven work experience and demonstrated ability, expertise, and track record in the following technical areas:

  • An accredited technical assistance provider or an accredited organization on SASA! to provide training and quality assurance to the association members implementing Components 1 and 2 (at the shortlisting stage only) and familiarity with global, regional, and local best practice in this approach;
  • Experience with implementing SASA! or similar social norms methodology/approach;
  • Community-driven development activities, including inclusive mobilization of diverse groups in the community, including marginalized and vulnerable groups, to participate in community activities or projects;
  • Capacity building for local level institutions, including both local government institutions as well as community-based institutions and groups;
  • Adolescent sexual and reproductive health, including GBV responses at the local level;
  • Education, especially building positive norms related to educating girls and women;
  • Community-driven livelihoods activities, value chain development, and small business training and capacity building at the local and community levels; and
  • Climate change risk identification and mitigation strategies.

 

Partnership experience. Proven experience of being able to lead an association (for the LSP). Proven experience of being able to work in an association or partnership (both the LSP and association members). Association with prior existing partnerships between members are preferred.

 

Geographic experience. Proven experience working in vulnerable and hard to reach communities in Liberia.   (Desired for the LSP; required for the association members).

 

Association member (service provider). Association members/service provider should prove excellent understanding of implementing at least two (2) large scales multi-sectorial projects across rural Liberia in their specific field.

 

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for Investment Project Financing, for Procurement of Goods, Works, Non-Consulting and Consulting Services, July 1, 2016, November 2020, revised in September 2023 setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Regulations.
