GENERAL PROCUREMENT NOTICE

 

Islamic Republic of Pakistan

P-178410- Punjab Family Planning Program

 

The Islamic Republic of Pakistan has received financing in the amount of US$ 100 million equivalent from the World Bank toward the cost of the Punjab Family Planning Program (US$ 15 million for TA component, US$ 85 million for PforR), and it intends to apply TA component part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly implemented by the Primary & Secondary Healthcare department Punjab and the Population welfare department Punjab.

 

The project will include the following potential procurement activities from the TA Component:

(i) Procurement of several individual consultancy services i.e. Program Director, Addl. Program Directors, Financial Management Specialist, Manager Operations, Procurement Specialist, Monitoring & Evaluation Specialist, Manager MIU / IT Specialist, Environment and Safeguard Specialist, Communication Specialist, Manager (Pvt Sector Engagement).

(ii)  Procurement of consultancy services of firms for Hiring of Firms for (a) strengthening of FP services in private sector (Identification, training & Management cost) to engage 350 practitioners, (b) Hiring of Operations Review (OR) Firm, (c) Hiring of firm for baseline performance surveys, (d) Hiring of firm for End-line performance surveys, (e)Hiring of third party for validation of DLIs periodically.

(iii) Procurement of non-consultancy services of firms for (a) establishment of prefabricated office building, logistic and warehouse services.

(iv) Procurement of office equipment, furniture & IT equipment

(v) Recruitment of PMU staff and other field staff.

 

Procurement for the project’s TA component will be carried out in accordance with the procedures as specified in the “World Bank Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” dated July 1, 2016 (revised in November 2017 and August 2018 and November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.

 

Specific procurement notices for the procurement opportunities based on the approved procurement method and market approach in the procurement plan will be announced, as they become available on the World Bank’s external website and on the P&SHD website and in the newspaper of national circulation in Pakistan.
