REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Republic of Iraq (hereinafter called "Borrower") has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a loan (hereinafter called “loan”) toward the cost of Basra Electricity Dissemination and Development Project (hereinafter called "Project") and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the provision of multi-disciplinary business support services to the South Electricity Distribution Company (SEDC), which aim toenhance the commercial and technical operations of the company and improve financial management and accounting systems, billing and collection, increase revenue and reduce cash shortfalls. This will include: (i) developing the functional and technical requirements for an Integrated Distribution Management and Information System (IDMIS), which includes: (a) Commercial Management System (CMS), (b) Distribution Management System (DMS), (c) Enterprise Resource Planning (ERP) and (d) Revenue Protection Program (RPP), preparing a procurement strategy and cost estimate for the IDMIS, supporting its procurement, and supervising its implementation; (ii) support to institutional capacity strengthening and sector performance improvement.. The Project Management Team (PMT) of SEDC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested and eligible Consultants should provide information demonstrating that they have qualifications and relevant experience to perform the Services. The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the procedures for Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
