The Ministry of Communications and Digitalisation has received Credit from the World Bank toward the cost of the Ghana Digital Acceleration Project (GDAP) and intends to apply part of the proceeds for Consultancy Services for Cybersecurity Technology Standards Lead to Support the Cyber Security Authority As Part Of The Implementation Of The Cyber Security Act, 2020.

The Ministry of Communications and Digitalisation now invites eligible Individuals (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

 

The shortlisting criteria are:

 

  • The candidate should hold a master’s degree in computer science/IT, Information/Cybersecurity, Engineering/Physics/Telecommunications or any relevant technical area or a degree in the above or related discipline.
  • A minimum of fifteen (15) years of relevant work experience, with proven competencies relevant to the role at the CSA, eight (8) years of which must be at a Management level.
  • He should have demonstrable skills in Information/Cybersecurity, IT Governance, Enterprise Architecture, or IT Audit.
  • 5 years of working experience in an advanced cybersecurity or senior technical research role.
  • Strong technical background and knowledge of ISMS framework or any cybersecurity framework implementation.
  • Experience with common information security management frameworks, such as International Standards Organisation (ISO) 27001, the IT Infrastructure Library (ITIL), Control Objectives for Information and Related Technology (COBIT), National Institute of Standards and Technology (NIST) frameworks.
  • Proven use of existing frameworks and standards. (NIST, ISO, COBIT, CPI-DSS, CIS Controls etc.)
  • Advanced knowledge in software engineering and coding including knowledge in associated risks.
  • Strong knowledge in cybersecurity framework implementation or auditing.
  • Strong technical skills/knowledge in cybersecurity standards, policy, and framework development.
  • Knowledge of different operating systems including UNIX, Windows, Linux etc. and other relevant technologies.
  • Experience in the oversight and execution of a continuous monitoring/improvement program (to include but not limited to self-inspections, security controls assessment, training, log management systems, and publication.
  • Contributed to cybersecurity or technological literature or technical publications.
  • Experience in implementing security and compliance best-practice processes and procedures.
  • Familiar with the principles of cryptography and cryptanalysis.
  • Working experience in a previous research capacity is desired.
  • A proven track record of professional integrity, confidentiality, and ethics in the domain of cybersecurity.

 

The attention of the interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment on paragraph 3.17 of the Procurement Regulations.
