  1. The Government of Liberia has received financing from the World Bank toward the cost of the Institutional Foundations to Improve Services for Health (IFISH) Project and intends to apply part of the proceeds toward payments under the contract for the Rehabilitation and Equipping of twelve (12) Selected Primary Healthcare Facilities in Six (6) Counties (Gbarpolu, Bomi, Rivercess, Sinoe, Grand Kru, and Maryland). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  1. The Ministry of Health now invites sealed Bids from eligible Bidders for the Rehabilitation and Equipping of twelve (12) Selected Primary Healthcare Facilities in Six (6) Counties based upon the below lots.

Bid will be evaluated on a “lot-by-lot-basis”.  If any bidder is bidding for multiple lots,  said bidder must meet the qualification requirements for respective lots on which bids have been submitted.  Also, bidder shall not be awarded more than (2) two lots.

There will be no margin of preference for this contract.

  1. Bidding will be conducted through National Competitive Bidding (NCB) procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

(A): A Bidder registered within Liberia:

  1. Valid Legal Status of Company:

Certificate of Incorporation

Certificate to Commence business.

  1.    Properly executed Power of Attorney
  2.    Valid Income Tax Clearance Certificate for the last 3 years (2021, 2022 and 2023).
  3.    Valid Liberia Ministry of Public Works/CCCS Building Certification type: BO-12,  B10-12, B11-12.

(B): The Bidder registered outside Liberia:

  1. Valid Legal Status of Company

Certificate of incorporation and necessary legal permits to conduct business.

  1. Valid Income Tax Clearance certificate from home country indicating that company has duly paid all his/her tax liability over the last three years (2021, 2022 and 2023).

International Contractors must possess an equivalent Valid MWH certificate of classification of at least B10 (Public buildings for health facility) in Liberia from their home country. This also is a proof that the company is a recognised construction firm from the appropriate regulatory body of their home country. 4.        Interested eligible Bidders may obtain further information from the office of the Project Manager at the Project Implementation Unit of the Ministry of Health through email: matt77us@gmail.com  and inspect the Bidding document during office hours 09:00 to 17:00 hours local time during work days at the address given below.

5.        The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[1] of One Hundred fifty United States dollars (USD$150.00). The method of payment will be direct cash payment to PIU Finance Officer upon submission of a letter expressing interest to participate in the bidding process. Payment will be made at the Finance Office at the One Health Building and a payment receipt issued to the purchaser. The bidding document will be issued by the Project Implementation Unit to the entity (s). Bidding document will be delivered through hardcopy and a soft copy on a pen drive.  

6.        Bids must be delivered to the address below on or before 13:00hrs local time on Tuesday, July 09, 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

7.        All Bids must be accompanied by a Bid-Securing Declaration.

8.        All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

9.        Bidder will need to demonstrate equal capacities (both technical & financial capacities) to be awarded more than one contract.

10.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
