GENERAL PROCUREMENT NOTICE

The Government of Mozambique has received financing in the amount of US$ 100 million equivalent from the World Bank toward the cost of the GREEN ENERGY CORRIDORS PROJECT, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the African Development Bank.
The phase-1 of the project will include the following components:
Component 1 - Strengthen Transmission Infrastructure: Construction of 118km of a 400kV HVAC Transmission Line from Songo Substation via Cataxa to Matambo Substation, and upgrade of existing Songo and Matambo Substations. Co-financing with AfDB: AfDB will finance substations in a separate contract. The world Bank will finance the construction of Transmission Line, the EMSP and the implementation of RAP.
Component 2 - Enable Renewable Energy at Scale: the follow activities will be implemented by EDM: Capacity building to develop transaction advisory services at EDM; Prepparation of transactions; Identification of network connection requirements and other infrastructures requirements. MIREME in coordination with ARENE will implement the following activities: Development of renewable energy (RE) strategy; preparation of adequate guidelines for competitive selection of investors and contractors for RE projects; support to ARENE to close regulatory gaps, preparation of transactions.
Component 3 - Improve Sector Governance: the follow activities will be implemented by EDM: Operational and financial performance through implementation of Financial Strengthening Plan and other actions; Support EDM’s ongoing young professional program; Increase number of female technicians/ leaders in energy sector; Technical Assistance, capacity building and implementation support toward project activities; PIU establishment. MIREME in coordination with ARENE will implement the following activities: action plan for establishment of ISO; Establishment of institutional, legal and regulatory framework of the project sector; private investment in transmission lines; institutionalize gender; Technical assistance, capacity building and implementation support.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and on “Jornal Notícias”(most circulated Mozambican National Newspaper).
