ASSIGNMENT TITLE: Selection and Employment of Independent procurement Audit service for three years procurement Audit (2016-2018 Ethiopian Physical years) for Ethiopia Flood Management Project (E-FMP) (P-176327).

The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the services of carrying out an Independent Procurement Audit service for three years procurement Audit (2016-2018 Ethiopian Physical years) for Ethiopia Flood Management Project (E-FMP).
GENERAL OBJECTIVES:-The main objective of the assignment is to audit the sample contracts and to enable the Consultant to express a professional opinion(s) on the procurement positions, processes and procedures related to World Bank procurement procedures for the procurement transactions carried out in the years 2023-to-2026 (2016, 2017 and 2018 EFY).
SPECIFIC OBJECTIVES:
- Review the planning, procurement, contracting, implementation processes and record keeping for a sample of contracts under the Ethiopian Flood Management Project to confirm their consistency with the Project Appraisal Document (PAD), Program Operation Manual (POM), Procurement Guidelines and Procurement Plan approved by the World Bank.
- Seek a professional opinion on compliance by the procurement processes with the general principle of economy, efficiency, equal opportunities, transparency and verify technical compliance, physical completion and price competitiveness of each contract in the selected representative sample of contracts;
- Review the capacity of implementing agencies (Federal and Basin offices) in handling procurement efficiently, comment on the quality of planning, procurement, contracting, procurement internal control, record keeping and identify reasons for delays, if any and overall, how procurement management facilitates project implementation;
- Identify any indicators of questionable standards of ethics in the procurement management and oversight environment that make the processes vulnerable to fraud and corruption or collusive and obstructive practices, and report any suspicious cases; and
- To recommend actions needed to improve project procurement performance in light of deficiencies.
SCOPE OF SERVICES: The Independent Procurement Audit (IPA) will cover the procurement transactions carried out in 2023-to-2026 or July 2015-to-June 2018 Ethiopia Fiscal Years (EFY). The procurement audit for the federal level will cover the three Agencies that handle Ethiopian Flood Management Project implementation: Ministry of Water and Energy, Ethiopian Disaster Risk Management Commission and Ethiopian Metrology Institute
PERSON MONTH & DURATION: It has 4 person-months input per audit year within 2 months duration from the end of June 2025. A total of 18 person months for three years audit

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
THE SHORTLISTING CRITERIA ARE:
- Firm’s Core business and years in business
- Qualifications in the field of the assignment
- Technical and managerial organization of the firm
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
