Assignment Title: Consultancy Service for National Public Procurement Reform

The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services.
The Consulting Services (the Services) include four key areas: 1) Support the NTB in reviewing, updating, amending, and translating procurement laws, regulations, guidelines, policies, procedures, standard bidding documents. 2) Develop a national procurement capacity strategy, professionalize and certify procurement staff, and foster collaboration with international training institutes. 3) Provide ongoing technical assistance to NTB and its staff to implement procurement reforms in line with the SERP project and Somaliland’s broader reform agenda. 4) Assist in procurement reporting, facilitate the Annual Procurement Forum, and support the NTB in assessing, developing, and piloting an e-Government Procurement System (E-GPS).

The Somaliland Ministry of Finance and Economic Development (MoF&ED) now invites the eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and At least 8 years in business (general experience in procurement-related consultancy and public financial management in developing countries, A multidisciplinary team with expertise in legal, procurement, and IT)
- Experience of conducting similar assignments (At least 8 years of experience Proven success in similar assignments for government or international organizations, strong track record in public procurement reform and capacity building.
- Experience of relevant services in drafting and revising legal and regulatory frameworks, experience in organizing procurement-related events and systems reporting, capability to assess, operationalize, and implement IT-based procurement systems.
- Technical and managerial organization of the firm. (Provide the structure of the organization and CVs of staff). The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria]. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020, September 2023 and February 2025, (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
