The Governments of Liberia, Sierra Leone, Togo and Chad intend to apply for financing in the amount of US$ 285 Million equivalent in total from the World Bank toward the cost of the Regional Emergency Solar Power Intervention (RESPITE) Project, and they intend to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will support (i) the installation of solar and battery storage capacity; (ii) near-term (5-year) O&M contracts for the provision of solar supply; (iii) Extension of hydropower generation capacity; (iv) grid connection infrastructure; and (v) grid modernization and upgrades.
The project will include the following components:
- supply, installation, and operation of approximately 116 MW solar with storage for Sierra Leone, Chad, Togo and Liberia
- 44 MW hydro capacity expansion for Liberia
- related distribution and transmission interventions across all four participating countries
- grid optimization activities in Sierra Leone and Togo
- Consulting services for Owner Engineer in the respective countries
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and on the web sites of the respective executing agencies in the four countries.
